ससुराले त्यसलाई स्वीकार गरेका थिए । ससुराले अब म नयाँ दुलाहा भएँ भन्दै वडा प्रहरी कार्यालय वालिङको जिपमा बसेका थिए । तर त्यहीदिन महिलाले बोली फेरेको र छोरालाई आरोप लगाएको भन्दै प्रहरीले अनुसन्धानको धार नै बदल्यो । आइतवार महिला अधिकारवादीहरुले गर्भ बोकेकी शितलीलाई सोधपुछ गर्दा पछि आफू सुरक्षित हुने भए घट्नाको सत्य तथ्य बताउने जनाउ दिएकी थिइन् ।

उपस्थिति सबैलाई महिला सुरक्षित हुनेमा आश्वस्त पारेपछि शितललीले भनिन् ‘गर्भ ससुराको नै हो, यसमा ढुक्क हुनुहोस ।’ छोरालाई किन त्यस्तो गम्भीर आरोप लगाएको हो त भन्ने महिला अधिकारवादीहरुको प्रश्नमा शितली बोल्नै सकिनन् । उनी निरन्तर घोप्टो मुन्टो लगाएर रोइन् मात्र ।स्थानीयबासिन्दाका अनुसार ससुराका नजिकका मान्छेले ससुरालाई आरोप लगाए छोरालाई बाँकी नराख्ने भन्दै शितलीलाई धम्की दिएपछि उनले छोरालाई नै आरोप लगाएर आफूसँगै प्रहरीमा राख्न खोजेको देखिन्छ ।

उनीहरु भन्छन् ‘सोझी र सिधा खालकी महिलालाई छोरालाई दोष लगाएमा हामी केही गर्दैनौं भनेको हुनुपर्छ ।’ अर्कातर्फ बालकले पनि प्रहरीले कुटपिट गरेपछि डराएर आरोप स्वीकार गरेको पत्रकार समक्ष रुँदै बताएका थिए । शितलीका श्रीमान् दुई वर्षदेखि रोजगारीको सिलसिलामा विदेशमा छन् ।

उनी समेत बुबा (शितलीको ससुरा)लाई बचाउने पक्षमा रहेको स्थानीयबासिन्दाको भनाई छ । विवश आमाका विवश छोरा दार्सिङ दहथुम गाविसको वयरघारीमा रहेको भुपु सैनिक माविमा कक्षा ९ मा अध्ययनरत बालक २०५६ साल पुस २९ गते जन्मिएका हुन् । पढ्नमा अत्यन्तै तेज बालक केही दिनदेखि टोलाउने र रुने मात्र गरिरहेका छन् । उनी नियमित स्कूल जान सकिरहेका छैनन् भने राम्रोसँग खान खाएका छैनन् ।

अझ अचम्म त उनले विदेशमा रहेको आफ्नो बाबुलाई समेत आमाको पेटमा रहेको बच्चा मेरै हो भनेका थिए । हजुरबाका नजिकका मान्छेले यातना दिएपछि बालक त्यस्तो भन्न बाध्य भएको स्थानीयबासिन्दा बताउँछन् । प्रहरीले बीचमै किन छाड्यो अनुसन्धान ? प्रहरी अधिकृतको सक्रियतामा नै अनुसन्धान शुरु गरेको भए पनि प्रहरीले एकाएक अनुसन्धान रोक्यो र हिरासतमा रहेका ससुरा तथा बुहारीलाई जिम्मा लिन आउन आफ्न्तहरुलाई बारम्बार ताकेता गर्यो । म्याद थप्न अदालत लैजाने क्रममा प्रहरीले यो घटना हेर्न नमिल्ने सरकारी वकिलको कार्यालयवाट जानकारी पाएका थियो ।हाम्रोसंदेश डटकममा खबर छ ।

प्रहरी निरीक्षक हरिकृष्ण केसीका अनुसार फौजदारी अपराध अनुसुची १ अन्तर्गतका घटनामा प्रहरीले कारवाही गर्न मिल्छ । तर हाडनाता करणी जस्तो दुनियावादी अपराधमा छानवीन गर्न मिल्दैन । निरीक्षक केसीले यो घटना सिधै अदालत जाने बताउनुभयो । प्रहरीले हात हालिसकेपछि बीचमै छाडिदिँदा घटना झनै रहस्यपूर्ण बनेको बताईन्छ । उता नाबालकलाई नियन्त्रणमा लिएर वालअधिकार हनन् गरको भन्दै जिल्ला बालकल्याण समिति स्याङ्जाले ध्यानाकर्षण गरेको छ ।

बाल न्याय नियमावली २०६३ मा स्पष्ट कानुनमा व्यवस्था भए अनुसार प्रहरीले बालकले गरेको कसुरलाई प्रचलित कानुन बमोजिम योग्यता पुगेको प्रहरी कर्मचारीले मात्रै यो कार्य गर्न पाउने व्यवस्था हुँदाहुँदै प्रहरीले गल्ती गरेको बालकल्याण समितिले जनाएको छ ।

होस्टेलको माथिल्लो तलाबाट बैसाखी टेक्दै उजेली झरिन् । उनले आफूभित्रको पीडालाई भुलेर सबैलाई नमस्कार भन्दै गर्दा उनको मुहारमा छुट्टै चमक छाएको थियो । उत्साहले भरिएको उनको आवाजले सिन्धुपाल्चोकस्थित सेलाङ गाउँको परिस्थितिलाई यसरी वर्णन गर्न थाल्यो, ‘मेरो सेलाङ गाउँमा १० वर्षकै उमेरमा केटीहरूलाई माग्न आउँथे ।

गाउँका मान्छेले छिट्टै विवाह गरिदिने भएकाले धेरैले दुःख पाएका छन् । मलाई त ९÷१० पटक विवाहका लागि माग्न आए । म भागेर जंगलमा पनि बसेको छु । कति दिन ओढारमा बसेँ ।

यतिमात्र कहाँ हो र, भूतले तर्साउँछ भनेर बाख्रासँग पनि सुतेकी छु । अहिले सम्झिँदा डर लाग्छ ।’ उजेलीले आफ्नो सम्झँदा उनको आँखा पनि रसाइसकेका थिए । यस क्षेत्रमा छोरीलाई आमा बुबाले नै जवर्जस्ती विवाह गराइदिने गरेका छन् ।

गत वैशाख ११ गते विद्यालय अगाडि मोटरसाइकलले हान्दा उनको देब्रे खुट्टा भाँचिएको छ । खुट्टामा स्टिल हालेर अप्रेसन गरिएको छ । तर उनको शरीरको यो चोटभन्दा मनको चोट गहिरो छ । आफूजस्तै अन्य धेरै बालिकाले सानै उमेर विवाह गर्दा पाएको दुःख सम्झँदा उनलाई पीडा हुन्छ ।

उजेली गरिब परिवारमा जन्मिएकी हुन् । उनी अरूभन्दा अत्यन्तै फरक छिन् । यही फरक भएकै कारण उनले बीबीसी नेपाली सेवाको साझा सवालमा समेत फरक प्रस्तुति दिइन् ।

साझा सवाल कार्यक्रममा नायक राजेश हमाल सेलाङ पुगेका थिए । त्यही दिन उनलाई विवाहका लागि केटा माग्न आउने र दिने निधो भएको थियो । तर, राजेश हमालका कारण उनको विवाह रोकियो ।

साझा सवालमा उनले राजेश हमाल र कार्यक्रम प्रस्तोता विद्या चापागाईंलाई मात्र रुवाइनन्, साझा सवाल हेर्ने विश्वभरका दर्शकलाई रुवाइन् । उनले भनेकी थिइन्, ‘ सहरमा धरहरा छ रे, ठूलो गाडी छ रे, रमाइलो हुन्छ रे , यो गाउँका मान्छेहरूले त्यो धरहरा नहेरी मर्ने भयो । सार, यो गाउँका मान्छेले कहिलै सुख पाउँदैनन् ।’ यही वाक्यले उजेलीलाई काठमाडौंसम्म ल्याइपु¥यायो । हाल उनी बौद्धस्थित जेनिसिस् एकेडेमीमा कक्षा ५ मा छात्रवृत्तिमा अध्ययन गरिरहेकी छिन् ।

‘यहाँका मान्छेहरू काठमाडौं नदेखेरै मर्छ, बस चढ्नै पाउँदैन सर । हाम्रो भाग्यमा खुसी छैन ।’ उनले बीबीसीमा यस्तै भनेकी थिइन् ।

सेलाङ बस्तीको पाँचपोखरी प्राथमिक विद्यालयमा कक्षा ५ मा अध्ययन गर्दागर्दै छोडेकी उजेलीलाई धेरै केटाहरूले माग्न आएका थिए । तर उनले कहिल्यै विवाह गर्न मानिनन् । उनी सम्झिन्छिन्, ‘हाम्रो हिरो राजेश हमाल जानु नभएको भए मेरो विवाह हुन्थ्यो ।’

उजेलीले अहिले धेरै अंग्रेजी शब्दहरू प्रयोग गर्न सिकिसकेकी छिन् । उनी सुनाउँछिन् ‘ मेरो ड्रिम भनेको सेलाङ गएर बालविवाह रोक्ने र चेलबेटी बेचबिखनविरुद्ध अभियान चलाउने हो । सर, सुनेको छु धेरै दिदीबहिनी लगेर बेच्छ रे । होइन कहाँ बेच्छ, किन बेच्छ ? बिचरा कति दुः ख हुन्छ होला ।’ गाउँको साथीहरूले पनि उनलाई तिमी त सहरमा जाने भयो, अब धेरै पढेर केही गर्नु भनेका थिए रे ।

उजेलीको विषयमा साझा सवालले प्रस्तुत गरेपछि पहिलो पटक थेल्मा एन्ड लुइज नेपालका प्रतिनिधि गाउँमा पुगेका थिए । यही संस्थाले उजेलीलाई जेनिस एकेडेमीमा छात्रवृत्ति दिएर पढाइरहेको छ । संस्थाका सचिव तथा जेनिस एकेडेमीका प्रिन्सिपल प्रमिला योञ्जनले उजेलीको अध्ययन सुधार हुँदै आएको बताए । अझै अंग्रेजीमा उनले धेरै सुधार्नु आवश्यक छ, नेपाली ठीकै छ ।

जेनिसिस् एकेडेमी महिलाले सञ्चालन गरेको विद्यालय हो । विद्यालयका संस्थापक रुस्मा थोकरले भनिन्, ‘उजेलीलाई जुन जोखिम लिएर ल्याएका छौं हाम्रो लागि चुनौती र अवसर दुवै हुनेछ ।’

उनका अनुसार उजेलीको मस्तिष्क तेज छ र उनमा केही न केही आन्तरिक क्षमता छ । उजेलीले विद्यालयमा प्रवेश गर्दा ‘वेलकम उजेली’ कार्यक्रम राखिएको थियो ।

उनी अहिले कविता लेख्ने, कराँते खेल्नेलगायतका क्रियाकलापमा पनि सक्रिय छिन् । उजेलीको बहुआयामिक प्रतिभाको प्रशंसा गर्दै विद्यालयकी संस्थापक रुस्माले भनिन् ‘ मलाई अचम्म लाग्छ, दुर्गम सेलाङमा जन्मिएको उजेली सोचेभन्दा फरक छिन् । हामी उनलाई ‘लिडर’ बनाउन चाहन्छौं ।’

NEPALI RUPEES EXCHANGE RATES

The Nepali rupee has gained by Rs 6 against the US dollar over the last three months. The appreciation of the rupee is in line with the strengthening of the Indian currency (IC), with which it is pegged.

The Nepal Rastra Bank (NRB) has fixed the exchange rate at Rs 93.94 per dollar for Saturday. The rate was at Rs 99.83 per dollar on February 23. This means the US dollar has plunged by Rs 5.89 against the rupee in the last three months.

The dollar had risen to as high as Rs 108.90 on August 29, 2013, before slowing down. Ever since the election fever gripped India, with different surveys suggesting victory for Bharatiya Janata Party (BJP), the IC started to gain against the dollar.
